Can having a ballast resistor on an hei system cause anything to happen?

i just found out today my truck(350 sbc with hei) has a ballast resistor when ballast resistors are not needed on hei. can this cause anything? like a electric draw? or anything of that sort? and wouldnt it cause it to not fire at as high of volts as it could?
