What can SF do to make a contending team?

They are in a weak division and still can't make a run. The only bright spots are Willis and Gore. Seems like they've been in "transition" for a long time and no foreseeable end to mediocrity. Anyone have any ideas as to what could turn them around, their O line is weak, they don't have a QB, they need work on D, and don't seem to want to pick up any decent free agents the signing of Bruce was not a big move as he's on the tail end of his career. In the league today do you have to put out the big bucks to get a decent team. Also lets not get into Smith but does he have any value whatsoever.
