Does longitude and latitude change over time?

No, provided you are using the same coordinate system. Continental drift only changes the placement of land features, not the lat/long itself. For example, even if Greenwich drifted 50 miles to the east, 0 degrees longitude would still be where it was originally. Of course, at that point in time, the question would be academic....
