If yelling constitutes disorderly conduct, shouldn't Sgt. Crowley arrest Beck, O'Reilly, Limbaugh, and Hannity?

They routinely act in a very "tumultuous manner" in public. Why hasn't the good sergeant done his duty and arrested those individuals?
