Is a cop authorized to citate 2 MIPs?

So basically I got an MIP one night but he scheduled the court date on a date where the court was closed. I personally went myself to the courthouse to get it changed and I got a note that states "We have no original citation being filed with the Court." and I basically got it expunged. The cop then called me back and told me he wanted to cite me with another MIP, is he authorized to do so?
